PROBLEM TO BE SOLVED: To provide a triglyceride-free pharmaceutical composition for delivery of a hydrophobic therapeutic agent.SOLUTION: The pharmaceutical composition includes a hydrophobic therapeutic agent including, in particular, the sex hormone and a carrier, where the carrier is formed from a combination of a hydrophilic surfactant and a hydrophobic surfactant.
