The invention relates to the field of medicine, and more particularly to disinfection and sanitation, and is designed for decontaminating and sterilizing hands or surfaces. The present disinfection device includes a reservoir containing a working solution, and a pump with an ejector connected thereto, said ejector being connected to a discharge chamber, wherein the working solution is water, or a solution of up to 1% hydrogen peroxide, or an aqueous solution of silver with a concentration of up to 1000 ppm, and the discharge chamber is a dielectric barrier discharge arrangement having coaxial conducting cylinders that are connected to a high-voltage source of alternating voltage and are separated by a barrier made of a dielectric material, or having parallel tubes made of a dielectric material and containing conducting rods that are connected to a high-voltage source of alternating voltage, or having parallel conducting plates that are connected to a high-voltage source of alternating voltage and are separated by a layer of a dielectric material, or having a tube made of a dielectric material, on the outside of which is a conducting cylinder and on the inside of which is a conducting spiral, the cylinder and spiral being connected to a high-voltage source of alternating voltage, or having two electrodes that are connected to a high-voltage source of alternating voltage and are disposed inside a dielectric shell.
