PROBLEM TO BE SOLVED: To provide a planting base sheet mat which can surely plant a plant such as turf on a slope or a flat ground. SOLUTION: The planting base sheet mat 1 formed by filling a filler 4 in a porous structure 2 is characterized in that the filler 4 comprises one or more of earth and sand, fertilizers and charcoal flakes, has a granule diameter adjusted to give a solid phase rate of≤80%, and is filled in the spaces 3 of the porous structure 2.
