PURPOSE: An underwater heater is provided to operate a heater only when amount of liquid is the same or more than a reference value. CONSTITUTION: An underwater heater comprises a heater(20) which is operated when power source is supplied, a case(10) which surrounds the heater from the outside, a power line(40) which is electrically connected to the heater through a part of the case to supply power source to the heater, a temperature sensor(50) which is installed inside the case, and a heater controller which controls power source supplied to the heater and is electrically connected to the temperature sensor.액체의 양이 기준값 이상일 경우에만 히터를 작동시키도록 구현하는 것이 가능하도록, 전원이 공급되면 발열하는 히터와, 히터를 외부에서 감싸는 케이스와, 히터에 전원을 공급하기 위하여 케이스의 일부를 관통하여 히터와 전기적으로 연결되는 전원선과, 케이스 내부에 설치되고 온도감지센서와 정전용량센서가 내부에 설치되는 온도센서를 포함하는 수중 가열장치를 제공한다.
