PROBLEM TO BE SOLVED: To provide a monitoring apparatus and a monitoring system which are capable of stably measuring biological information of a driver.SOLUTION: The monitoring apparatus comprises: a steering wheel 110； a plurality of biological sensors 120 for detecting biological information of a driver； a touch sensor 130 for detecting the driver's contact range with the steering wheel； and a control unit. The plurality of biological sensors 120 are arranged along an outer peripheral shape of the steering wheel.
