PROBLEM TO BE SOLVED: To provide a microneedle sheet for suppressing the engulfment of an air bubble in a microneedle with a multi-layer structure, and also to provide a method for manufacturing the microneedle sheet and a stamper for the microneedle sheet.SOLUTION: The stamper for the microneedle sheet has multiple conical concave parts extending while tapering from the front surface to the rear surface of a sheet shape base material. The inner peripheral surface of each concave part includes: a first portion arranged at the distal end side of a cone and a second portion forming a part of the cone and continuously arranged from the first portion.
