PROBLEM TO BE SOLVED: To provide an oil-in-water emulsion cream composition which can be used suitably as a massage cream, a cleansing cream and the like, wherein a formulation does not become waterly, in particular, while keeping a proper gel form and giving excellent actual feeling during the use even if skin is in a wet state, easily spreads out over a whole body, does not become sticky and can be washed away smoothly with water.SOLUTION: An oil-in-water emulsion cream composition comprises 50-80 mass% of an inner phase and 20-50 mass% of an outer phase, and in the outer phase, 0.03-0.5 mass% of a polysaccharide based thickener is contained to the whole amount of the cream composition.
