The outer tube has a receiving space and at least one opening, the receiving space is formed within the outer tube, and the opening is connected to the receiving space and formed at a sidewall of an end of the outer tube. The inner tube is longitudinally mounted in the receiving space to pass through the end of the outer tube and has an accommodating space and at least one through hole. The accommodating space is formed within the inner tube, and the through hole is connected to the accommodating space and formed at a sidewall of the inner tube passing through the end of the outer tube.
