PURPOSE: A cultivation method of functional plants containing vanadium, and a functional composition for preventing or treating diabetes containing the functional plants are provided to use underground water from Jeju Island containing the vanadium. CONSTITUTION: A cultivation method of functional plants containing vanadium comprises the following steps: preparing vanadium water containing the vanadium(S10)； soaking plants seeds in the vanadium water for 3-5 hours(S20)； and solution culturing the plant seeds using the vanadium water(S30). The vanadium water is obtained by concentrating underground water from Jeju Island containing the vanadium into the vanadium concentration greater than 40ppb. The culturing process includes a step of spraying the vanadium water to plants 2-12 times a day.
