A powder is disclosed including core/shell particles having an average particle size of less than 1000 microns, each particle contains a liquid core that is substantially free of water and includes a polar liquid having a percent surface polarity of at least 24% and a shell comprising hydrophobic particles and at least one second powder comprising a benefit agent.
