If, by operating the input screen, a user inputs to the control unit a number of packages greater than a maximum number of divisions by which the powder can be divided with a single powder dividing unit and a dividing unit usage command that commands that packaging be executed by using the plurality of powder dividing units, the control unit allocates the inputted number of packages to the powder dividing units so as not to exceed the maximum number of divisions, and controls the powder dispensing unit, the plurality of powder dividing units, and the packaging unit on the basis of the allocation.
