The magnetic control device comprises a magnet (2), a position control unit (3) and a magnetic line direction regulating unit (4). The position control unit (3) is arranged on the rack (1) so as to enable the magnet (2) to move on a plane which forms an angle of 90 ± 30 degrees with the horizontal plane； the magnetic line direction regulating unit (4) is arranged on the position control unit (3) for adjusting the direction of the magnetic line of the magnet (2).
