Disclosed are a device to treat polluted gas and a method to treat polluted gas using the same. According to an embodiment, the device to treat polluted gas includes: a first reaction part including a dielectric barrier plasma generator generating plasma to plasma-treat ozone and polluted gas flowing in through an ozone inflow part and a polluted gas inflow part； and a second reaction part connected with the first reaction part through a first transfer part, and including an arc generator generating a gliding arc to treat first treated gas, which flows in from the first reaction part, with the gliding arc to generate second treated gas. An optical catalyst is installed in the second reaction part to generate an OH radical with ultraviolet rays emitted from the gliding arc generated by the arc generator, and thus, the first treated gas is treated.오염가스 처리장치 및 이를 이용한 오염가스 처리 방법에 대한 발명이 개시된다. 한 구체예에서 상기 오염가스 처리장치는 플라즈마를 발생하는 유전체 장벽 플라즈마 발생기가 구비되어, 오염가스 유입부 및 오존 유입부를 통해 각각 유입되는 오염가스 및 오존을 플라즈마 처리하여 제1 처리가스를 생성하는 제1 반응부； 및 상기 제1 반응부와 제1 이송부를 통해 연결되고, 글라이딩 아크를 발생하는 아크 발생기가 구비되어, 상기 제1 반응부에서 유입되는 제1 처리가스를 글라이딩 아크 처리하여 제2 처리가스를 생성하는 제2 반응부；를 포함하며, 상기 제2 반응부에는 광촉매가 구비되어, 상기 아크 발생기에서 글라이딩 아크 발생시 방출되는 자외선에 의해 OH 라디칼을 생성하여, 상기 제1 처리가스를 처리한다.
