Disclosed is an apparatus for tilling a tidal flat coupling a hydraulic rotary device with a plow which comprises: a rotary unit including a rotary shaft, a rotary blade coupled to the rotary shaft and a hydraulic motor rotating a rotary shaft； a plow unit； and an arm connecting the rotary unit to the plow unit.
