PROBLEM TO BE SOLVED: To provide an irrigation device to which multifunctional material excellent in high hardness and resistance such as scratch resistance, abrasion resistance, chemical resistance and heat resistance, and functioning as visible light responsive type photocatalyst is applied.SOLUTION: The irrigation device comprises core material 101, and a surface layer 102 which is formed at the outside of the core material 101 and at least a top surface of which comprises titanium oxide or titanium alloy oxide doped with carbon in Ti-C bond condition.
