A manufacturing apparatus 1 is an apparatus for manufacturing a water absorbing treatment material 3 comprising a plurality of granules 30, and includes a granulator 10 and a coater 20. The granulator 10 forms a granulated substance (a core 32) that constitutes each granule 30 by granulating a material to be granulated. The coater 20 attaches a coating material that includes an adhesive material onto the surface of the core 32 formed by the granulator 10, thereby forming a coating portion 34 that coats the surface. The granulator 10 forms the core 32 having a through hole 33 that penetrates the core 32.
