PROBLEM TO BE SOLVED: To provide an implant for delivering a hydrophobic active agent to a target tissue. A scaffold defining a first surface and a second surface opposite the first surface, the scaffold being substantially impermeable to a hydrophobic active agent, and a wall permeable to the active agent. A silicone tube 2 may be included, a first length 22 of the silicone tube secured to the first surface of the scaffold, the ends of the silicone tube extending from the first surface and having a first length range. The path outlined by the second length 23 of the tube therein is a bypass path. The invention also provides methods of using the implant to locally deliver a hydrophobic active agent to a target tissue, and kits that can be used in practicing the methods of the invention.
