The present invention relates to Sophorae Flos tea having an effect in improving high blood pressure and a manufacturing method thereof and, more specifically, a tea having improved taste and smell as well as functional effect by being manufactured through the optimal step for drying and roasting Sophorae Flos, which is effective against high blood pressure, and a manufacturing method thereof. The manufacturing method comprises: a preparation step for washing and drying harvested Sophorae Flos a first treatment step for roasting the dried Sophorae Flos at 115-150°C for 4-5 minutes and drying in the shade a second treatment step for roasting the treated Sophorae Flos at 115-130°C for 2-3 minutes and drying in the shade a step of repetition of roasting and drying for third treatment by roasting the treated Sophorae Flos at 105-120°C for 1-2 minutes and drying in the shade and a step for fourth treatment by roasting the treated Sophorae Flos at 95-110°C for 30 seconds to one minute and drying in the shade is optionally added to the step of repetition of roasting and drying.
