An isolation management system comprises a database information for component of a plant, including a relationship between the plurality of components. A receiver receives a designation of a target area (T) in the plant, such as an area to isolate. An analyzer configured to analyze a plurality of patterns of respective states, for example ON/OFF states, of the plurality of components 26-60 in connection with a changing state of at least one of the plurality of components 53 in the targeted area (T), based on the information stored in the database. Deep learning circuitry extracts at least one specific pattern from the plurality of patterns analyzed by the analyzer as an extraction pattern, and a plan generator generates a work plan based on the extraction pattern. An output interface outputs the work plan generated by the plan generator. The deep learning circuitry may include a multilayered neural network and may extract an operation procedure of the isolation work based on the extracted pattern.
