The present invention relates to a composition for whitening teeth comprising:a safe andeffective amount of an aqueous phase； a safe and effective amount of ableaching agent； asafe and effective amount of an inert hydrophobic phase； and a safe andeffective amountof an emulsifier； wherein the inert hydrophobic phase is in predominantproportionrelative to the aqueous phase present in the composition. In anotherembodiment thepresent invention also relates to an oral care delivery system comprising: anintegralcarrier and a safe and effective amount of the above composition. In oneembodiment thedelivery system comprises: a first layer of a strip of a material； a secondlayer comprisingthe present composition, whereby the bleaching agent is releasably associatedwith thestrip of material.
