The present invention relates to an insecticide and sterilization apparatus and an insecticide and sterilization method for sterilizing the ground including sand etc by injecting hot steam. A lever (20) is swung up and down by an operation cylinder (10) at the rear of a self-generated power apparatus (2), is combined with a needle rod fixture (20) in which multiple needle rods (30) are arranged and fixed from side to side and is equipped with a steam generator (16) for generating hot steam capable of sterilization and insecticide and supplying the hot steam to a steam spray hole (36). The steam generator and needle rods are connected with a hose, and the hose includes steam distributors (44-1, 44-2) for supplying steam to each needle rod. The steam distributors are formed to be sealed by being connected with covers (48) and include a heating wire (49) for increasing the temperature of steam. The needle rods are moved by the operation of the self-generated power apparatus in a state in which the needle rods are buried underground.
