PROBLEM TO BE SOLVED: To provide a method by which a middle-layer floating fishing bank can be recovered by using equipment with a high-general purpose property and using a simpler and further reliable means.SOLUTION: A stand-on vessel 2 for holding a position on the sea surface is installed. A turning vessel 3 for turning and moving on the sea surface is installed. A recovering rope 4 is stretched over the stand-on vessel 2 and turning vessel 3. The central part of the recovering rope 4 is hung down into the sea. The turning vessel 3 is turned and moved with the middle-layer floating fishing bank 1 as the center. The central part of the recovering rope 4 hung down from the stand-on vessel 2 and turning vessel 3 is wound around a mooring rope 7 of the middle-layer floating fishing bank 1. The central part of the recovering rope 4 is mounted on the mooring rope 7.
