PROBLEM TO BE SOLVED: To provide a percutaneous absorption preparation having high bioavailability of a target substance.SOLUTION: In the percutaneous absorption preparation having a support, and a plurality of conical or pyramid-shaped fine needles formed on the support and having a base comprising a high molecule substance with dissolvability in a body and stringiness and the target substance retained by the base, the support is hard and the fine needles have a first portion having a leading end part and containing the target substance, and a second portion having a bottom without containing the target substance.
