The rotary arm body 11 is rotatably equipped with a movable machine casing 12. The movable machine casing is equipped with an operation means 51 that is positioned at an offset operation position and performs an offset operation. The machine casing 2 is rotatably equipped with a lock arm body 61. The lock arm body 61 is position-adjustably equipped with a position adjusting body 62 having an engagement pin part 76.
