The present invention relates to a seaweed farm lifting and lowering device. The seaweed farm lifting and lowering device according to an embodiment of the present invention, which is a seaweed farm lifting and lowering device that maintains a position of a seaweed farm mooring on a sea surface, includes: an anchor received by a seabed； a floating line extending from the anchor； a buoyancy portion connected to a free end of the floating line； a mooring guide portion supported by the buoyancy portion and having a mooring guide line guiding a movement of the seaweed farm resulting from a vertical sea surface movement； and a lifting and lowering unit having a ballast tank providing buoyancy for the mooring of the seaweed farm on the sea surface.
