A device 1 for removing sludge from a road or other surface, comprises a frame 5 comprising two longitudinal sides spaced apart by at least one lateral member 7, running gear 9 for supporting the frame 5 on the surface allowing the frame 5 to traverse over the surface, a front gate 20 extending laterally between the longitudinal sides and coupled to the frame 5 to bend or pivot about a substantially horizontal axis in a rearwards direction from a closed position to an open position, the front gate 20 arranged to contact the surface or sludge on the surface when in the closed position, a rear wall 20b or rear gate extending laterally between the longitudinal sides and arranged to contact the surface or sludge on the surface, and a structure 53 for coupling the frame 5 to a vehicle for towing or otherwise moving the device 1 by the vehicle over the surface. There is also a pivot 55 to pivotally couple the vehicle about a substantially horizontal longitudinal axis 56.
