The present invention provides a medicament for use as any one of a therapeutic agent or prophylactic agent for a disease requiring enhancement of transforming growth factor- beta production, an agent for amelioration or prevention of wrinkle, an agent for improvement or sustenance of skin elasticity, an agent for amelioration or prevention of epidermal thickening, and a suppressor for decreasing collagen or enhancer for collagen production, and cosmetics used for any one of enhancement of transforming growth factor- beta production, amelioration or prevention of wrinkle, improvement or sustenance of skin elasticity, amelioration or prevention of epidermal thickening, and suppression for decreasing collagen or enhancement for collagen production, and the like, characterized in that each comprises as an effective ingredient one or more members selected from the group consisting of a fucoidan, a degradation product thereof and a salt thereof.
