PROBLEM TO BE SOLVED: To provide a composition capable of improving conditioning effects such as good smoothness and softness of hair and ease of combing through hair when used in a shampoo, a conditioner, a treatment and a skin cleansing agent as an alternative to silicone.SOLUTION: There is provided a cosmetic conditioning oil composition comprising an oil or a mixture of oils and an oil thickener. The oil or the mixture of oils has a surface tension in the range of 26 dyne/cm or less.
