PROBLEM TO BE SOLVED: To equally pack bed soil on the right and the left of a pot sheet. SOLUTION: Bed soil is fed by dropping it on almost overall width in the left and right directions of the pot sheet conveyed by a bed soil-delivering device 5c installed above in the upstream of a conveyor. A press device for pressing the bed soil fed to the pot sheet is installed in the down stream of the conveyor. A suppressing device 13 for suppressing the feed of the bed soil delivered from the bed soil-delivery device 5c is installed above the central part in the left and right directions of the conveyed pot sheet 11. The bed soil fed from the bed soil-delivery device 5c is reduced in the central part in the left and the right directions as the feed to the central part is suppressed by the suppressing device 13. By pressing the bed soil fed by the press device in the down stream, the bed soil is equally packed on the right and the left of the pot sheet 11.
