PROBLEM TO BE SOLVED: To provide a low attraction lighting device showing a high evasion effect even in an outdoor area.SOLUTION: A low attraction lighting device 100 comprises, at its base body 101, a first low active light extroversion irradiation unit 110, a second low active light extroversion irradiation unit 120 and an application light irradiation unit 140. The first low active light extroversion irradiation unit 110 and the second low active light extroversion irradiation unit 120 include LED light-emitting elements for emitting low active light L1 in which a wavelength of 590 nm to cause insect pests or the like to adapt for lightness shows a light emitting peak and are formed in an annular shape. The second low active light extroversion irradiation unit 120 is formed to show a smaller annular shape than the first low active light extroversion irradiation unit 110, and arranged adjacent to the first low active light extroversion irradiation unit 110. The application light irradiation unit 140 comprises LED light-emitting elements for emitting application light L2 showing white light different from the low active light L1 and is formed into an annular shape.
