PROBLEM TO BE SOLVED: To provide a transparent oily cosmetic including an oil content and a water-soluble plant extract, sustaining a transparent appearance for a long time and giving good stability with time and a good feeling for use.SOLUTION: A transparent oily cosmetic includes (A) a water-soluble plant extract, (B) a fatty acid in a liquid state at normal temperature and (C) an alkylene oxide derivative of glycerin as an oil content. The (B) fatty acid is preferably oleic acid and isostearic acid and the (C) alkylene oxide derivative of glycerin is preferably a glyceryl ether including at least one kind of polyalkylene oxy partial structure selected from polyoxyethylene, polyoxypropylene and polyoxybutylene.
