The present invention relates to an apparatus for peeling bulbs and tubers using steam. The apparatus for peeling bulbs and tubers using steam comprises: a steaming unit (120) for steaming potatoes and a peeling unit (130) for removing the surface of bulbs and tubers of which the surface is boiled by the steaming unit (120). The steaming unit (120) includes: a steaming container (121) having an inlet port (124) and an outlet port (126) formed on an upper and lower surfaces, respectively and a support frame (122) configured to support the steaming container (121). An upper cover plate (125) is arranged in the inlet port (124) to open and close the inlet port (124) by an air cylinder (22) which is vertically coupled to an upper part of the inlet port, and a lower cover plate (127) is arranged in the outlet port (126) to open and close the outlet port (126) by an elevating cylinder (20).
