PROBLEM TO BE SOLVED: To prepare a culture medium for greening or seeding, preventing the outflow of earth and sand forming culture medium where plants grow while maintaining water permeability, and excellent in processibility. SOLUTION: This culture medium for greening or seeding is produced through the following process: adding plaster powder, a root-promoting fertilizer, a neutral firming material, a water-retaining material and water to peat to solidify the mixture. It is preferable that 50-300 kg of the plaster powder, 2-20 kg of the root-promoting fertilizer, 10-80 kg of the neutral firming material, 1-10 kg of the water-retaining material and 100-600 L of the water are added to 1 m3of the peat, homogeneously mixed together, and thereafter solidified by a pressure of 10-100 kgf/cm2.
