The present invention relates to a method for manufacturing a soil bag for vegetation, and more specifically, to a method for manufacturing a soil bag for vegetation including a step (a) of heating water in a container, a step (b) of mixing the heated water with wheat flour (medium wheat flour) and lime powder to make natural glue, a step (c) of aging the natural glue at room temperature for 24 hours after step (b), a step (d) of applying the natural glue of step (c) to fabric for a soil bag and sowing and compressing seeds, and a step (e) of manufacturing a soil bag by using the fabric of step (d). The present invention uses the natural glue made of wheat flour and lime powder as an adhesive for seeds attached to non-woven fabric for making a soil bag to help seeds sprout more easily and the sprouted seeds to grow well. Further, the present invention uses the natural glue decomposed without any harmful substance instead of synthesized glue.
