To provide a layering tool and a layering method capable of properly maintaining a moisture content of a filler for rooting, and performing layering processing by one touch.SOLUTION: A layering tool 11 comprises: a cavity-shaped first seal cover part 21 which has a first notch 43a and a second notch 45a； and a second seal cover part 23 which is coupled to a coupling part 41 provided on a first side wall plate at a part of a second side wall plate, and has a third notch 43b and a fourth notch 45b. The layering tool takes a state in which the first and second side wall plates match, contours of the first and second seal cover parts include therein the cavity, and a uniform continuous surface having a top hole 43 composed of the first and third notches and a bottom hole 45 composed of the second and fourth notches is formed, and an open state in which the first and second side wall plates are coupled only by a coupling part, and can store a branch in the cavity part, the top hole, and the bottom hole by pressure of the filler for rooting in the state of forming the uniform continuous surface.SELECTED DRAWING: Figure 1
