The present invention relates to an infrared surface light source generating device, which includes a substrate layer and a carbon material layer and is actuated by an external energy to enable the carbon material layer to emit infrared ray. The carbon material layer has a sheet resistance value ranged between 0.01 and 1000 [OMEGA]/[SQUARE]. In addition, the method of manufacturing the above infrared surface light source generating device includes the steps of: (A) providing a substrate layer and (B) forming a carbon material layer having a sheet resistance value ranged between 0.01 and 1000 [OMEGA]/[SQUARE] on a surface of the substrate layer. As a result, the carbon material layer is able to emit infrared rays when it is heated to a temperature above 36 DEG C by a low power energy of the infrared surface light source generating device.
