When treatment in accordance with the treatment content cannot be executed up until the treatment time elapses, the treatment execution unit (312) modifies a voltage waveform corresponding to the treatment content currently set so that treatment can be executed up until the treatment time elapses, and outputs the modified voltage waveform.
