Provided is a formulation for improving silicone elastomer dispersibility (stability), which can be applied to a broad range of oil-in-water emulsion bases. An oil-in-water emulsion skin preparation for external use, characterized in containing the following components (a) to (d): (a) a water-soluble thickener having a hydrophobic group (b) a non-ionic surfactant having an HLB of 14 or higher (c) a polyether modified silicone having an HLB of 3-5 and (d) a non-emulsifying crosslinked silicone.
