An apparatus (10) for forming a tissue fold (44), comprising: an elongate tubular member (12) having a proximal end, a distal end, and a length therebetween； an engagement member (30) having a distal end adapted to engage tissue； a first stabilizing member (20) and a second stabilizing member (26) positioned at the tubular member distal end and adapted to stabilize tissue therebetween； and a delivery tube (18) adapted to pivot about the first stabilizing member (20).
