PROBLEM TO BE SOLVED: To provide a hair-treating agent composition which can well solve problems in hair-treating agents compounded with starch phosphates, and to provide a hair-treating method using the hair-treating agent composition.SOLUTION: This hair-treating agent composition is characterized by comprising a component (A): a starch phosphate compound, a component (B): a cationic compound, and a component (C): an acidic or neutral amino acid compound.
