PROBLEM TO BE SOLVED: To provide a water-absorbing polymer having a high absorption rate and a large absorption amount, even when absorbing menstrual blood.SOLUTION: A composite water-absorbing polymer is a water-absorbing polymer containing thermoplastic powder. The thermoplastic powder is arranged at least on the surface of the water-absorbing polymer, and is contained at the ratio below 50 mass% to the mass of the water-absorbing polymer.
