PROBLEM TO BE SOLVED: To provide a method and apparatus for producing frozen confectionery, forming unevenness along solids on the whole surface, and exposing solids.SOLUTION: This method for producing an ice bar (A) as the frozen confectionery includes filling solids 1 and a fluid 2 in a forming mold 5 followed by freezing to harden, taking out the product from the forming mold 5, melting the surface to bring the surface to an uneven surface along the solids 1, and freezing the product. The apparatus for producing the frozen confectionery has a first conveyor C attached with a plurality of forming molds 5, a second conveyor D whose upstream side is arranged on the upper part on the downstream side of the first conveyor C, and which is attached with a plurality of holding members 6, a filling device 10 filling the solids and fluid in the forming mold, a stick inserting device 17 inserting a stick 3 into the forming mold, a freezing equipment 19 hardening the solids and fluid filled in the forming mold, a mold removing device 20 removing an intermediate product B from the forming mold, a melting device 21 melting the surface of the intermediate product B to bring the surface to an uneven surface along the solids, and a freezing device 22 freezing the intermediate product B whose surface has an uneven surface along the solids.
