The present disclosure describes a topical scar treatment composition that may include tamoxifen citrate in a concentration of about 0.01% by weight to about 1% by weight, with about 0.1% by weight being preferred, and an anhydrous silicone base for enhancing skin permeation and scar removing effects, in a concentration of about 10% by weight to about 100% by weight, with about 100% being preferred being preferred.
