PROBLEM TO BE SOLVED: To provide a composition for producing a cosmetic product capable of producing a cosmetic product having excellent aging stability, etc., by a simple method, a cosmetic product and a method for producing a water-based cosmetic product.SOLUTION: The composition for producing a cosmetic product is composed of (a) a polyoxyalkylene-modified diorganopolysiloxane expressed by formula A(R1)2SiO{(R1)2SiO}m{(R1)(R2)SiO}nSi(R1)2A (R1 is a univalent hydrocarbon group or a univalent substituted hydrocarbon group (excluding the group corresponding to R2) R2 is a polyoxyalkylene group expressed by -R3-O-(C2H4O)a(C3H6O)bR4 A is a group selected from hydroxyl group, R1 and R2 1&lea&le50 0&leb&le50 10&lea+b 100&lem&le500 and 0&len&le40 provided that when n=0, at least one of multiple A groups is R2), (b) a surfactant and (c) an oily material.
