PROBLEM TO BE SOLVED: To provide a cool feeling agent composition which provides a cool feeling to the skin and again provides the cool feeling at the time of sweating, and to provide an external preparation for the skin or the hair containing the same.SOLUTION: A cool feeling agent composition comprises (A) sugar alcohol, (B) menthol and/or a derivative thereof, (C) an oil component which is liquid at normal temperature, (D) nonionic surface active agent, and (E) water, being a fine oil-in-water emulsion having a mean particle diameter of 400 nm or less.
