The present disclosure provides an anhydrous solution that includes between 5% and 15% w/w of gibberellic acid (GA3) in a solvent, where the solvent consists of: (a) isopropanol； (b) up to 10% w/w methanol, ethanol, or a combination thereof； (c) up to 10% w/w dimethyl sulfoxide (DMSO)； and (d) up to 50% w/w of n-propanol, tetrahydrofurfuryl alcohol (THFA), or a combination thereof. The disclosure also provides methods of making such solutions.
