SOLUTION: A sleepiness determination apparatus 10 includes: an image obtaining part 11 for obtaining photographed images including drivers faces photographed at a predetermined interval a face detection part 12 for detecting drivers eyelids based on the photographed images a blink information operation part 13 for operating blink information W indicating time-series changes in opening/closing states of the drivers eyelids a fractal dimension operation part 14 for operating a fractal dimension D expressing features of changes in the blink information W and a sleepiness determination part 15 for determining a degree of drivers sleepiness based on a reference fractal dimension Dref obtained according to the degrees of sleepiness of a plurality of subjects and statistically set and drivers fractal dimension D.
