While circular compressed dry grass having a predetermined weight is carried and seated by a bail pincer device mounted on a moving tool, the device of the present invention is lifted and mounted to the bail pincer device and is connected with electrical power of the moving tool to cut seated dry grass and supply the dry grass to a livestock shed. The device comprises: a support frame prepared to form a predetermined frame； a dry grass seating unit coupled with the support frame, and allowing dry grass carried by bail arm pincers to be seated thereon； a dry grass supplying unit coupled with the support frame to be disposed at the bottom of the dry grass seating unit, and prepared to supply the dry grass in a cutting direction； a dry grass cutting unit coupled with the support frame to be disposed in a cutting direction f the dry grass, and prepared to cut the dry grass supplied by the dry grass supplying unit into a predetermined length； and a dry grass guiding unit prepared to guide dry grass cut by the dry grass cutting unit and falling to a lower side to a feed container of a livestock shed.
