It is an object of the present invention to provide a powder for cosmetics and a cosmetic using the cosmetic powder having a higher feeling of use and a high functionality such as UV shielding ability as compared with conventionally provided powders for cosmetics. The cosmetic material includes a high-flat cellulose-metal oxide composite powder obtained by mechanically pulverizing a cellulose-based material, a pulverizing assistant, and a metal oxide, and a powder thereof.종래 제공되어 있는 화장료용 분체에 비해서, 보다 양호한 사용감이나, UV 차단 능 등의 높은 기능성을 지니는 화장료용 분체 및 이것을 이용한 화장료를 제공하는 것을 목적으로 한다. 해당 화장료는, 셀룰로스계 물질과, 분쇄 조제와, 금속산화물을 기계적으로 분쇄 처리하는 것에 의해 얻어지는 금속산화물 복합화 고편평 셀룰로스 분체 및 이것을 배합한다.
