Disclosed are: a powder which exhibits good adhesion to the skin and has excellent dispersibility in an oil component or water； and a long-lasting cosmetic preparation which glides excellently smoothly during application and forms an excellently uniform cosmetic film. Specifically disclosed are: a flat cellulose powder processed with an amphiphilic substance, which is obtained by mechanically pulverizing a cellulose-based substance and one or more amphiphilic substances that are selected from the group consisting of phospholipids, ceramides, cholesterol and derivatives thereof, and phytosterols and derivative thereof； and a cosmetic preparation which contains the powder.피부에 대한 부착성이 양호하고, 유성 성분이나 물에 대한 분산성이 양호한 분체 및 도포 시의 매끈함이나 화장막의 균일성이 우수하고, 화장 지속성이 양호한 화장료를 제공하는 것을 목적으로 한다. 해당 화장료는, 셀룰로스계 물질과, 인지질, 세라마이드, 콜레스테롤 또는 그 유도체, 피토스테롤 또는 그 유도체로 이루어진 군으로부터 선택된 양친매성 물질의 1종 또는 2종 이상을 기계적으로 분쇄 처리함으로써 얻어지는 양친매성 물질 처리된 편평 셀룰로스 분체 및 이 분체를 함유하는 화장료이다.
